Addressing the twin crisis of climate change and unprecedented biodiversity loss necessitates shifting from unsustainable patterns of consumption and production to a circular economic model that minimizes new production and resource extraction, avoids pollution and prioritizes regenerative resources. Local and regional governments play a key role in this process through their various functions from public service delivery, asset management, urban planning and regulation to cooperation with local stakeholders.
